Is there a way SCS can directly control an optical drive (ie pc internal DVD drive) from the cue stack? For example we'd like to use SCS to handle a standard video file as cue 1 but then run a DVD in the drive which has been pre-cued and paused, as cue 2. This is for a film club we are planning to start and, as the DVD's will be commercial ones, we cannot extract the digital file from the disc

Although the underlying software used by SCS can handle DVD's (and CD's), this feature has never been implemented in SCS due to the original target market for SCS being live theatre, and a strong desire to get away from having to rely on manually loaded disks.
If this is for a film club, presumably you'll only want to show a particular video once - unlike theatre where you need the same cues for multiple performances. A cue stack could, of course, help the production run smoothly, but unfortunately SCS cannot help with DVD playback.
