[Fix 11.9.1] SCS 11.9.0 Keyboard repeats

In SCS 11.9.0, if a 'Go' key or hotkey trigger is held for a little too long, it will 're-trigger' in SCS when the keyboard repeat kicks in. This is especially noticeable for us when using hotkeys to trigger video playback.

Versions prior to 11.9.0 did not have this issue - they would trigger once and ignore any keyboard repeats until the key was released and pressed again. If this is expected behavior, it would be good to have an option to ignore keyboard repeats.

Definitely a bug in 11.9.0. A fix is ready for 11.9.1.
