I am trying to create a 'Doppler' effect with a sound cue, (pan left to right).
I have looked at the sub-cue change level/pan, but cannot work out how to use it for pan.
Can anybody please help?

You should be able to pan using a Level Change cue. Could you email me your cue file (the .scs11 file) and tell me which Level Change cue you are trying to use for the pan change?
Note also that for a doppler effect you should also lower the frequency during the pan. SCS doesn't currently support that, but the next version of SCS will support pitch changes.
