Pausing and looping within a video cue

In SCS is it possible to pause at specific times in a video cue.
For instance if the video duration is 3 min
I would want to auto pause the video at 15sec and 100sec. These timing will of course change for other videos.
In the same vein I would want to repeat / loop parts of a video cue. Like 3 loop from 20 to 30 sec in the video for 3 times and so on.
Can I achieve these with SCS?

Video cues can be paused and resumed using SFR (Stop/Fade/Release) Cues.

Looping or repeating part of a video cue is not supported, although you may be able to simulate this using Set Position Cues.
