Multiple MIDI control message problems

Hello!
I'm using SCS 10.9.7 and I have a question regarding using a MIDI Send cue to send multiple control messages.
First off, equipment being used:
ETC Ion (connected via MIDI to SCS)
SCS 10.9.7
M-Audio MIDISport 1x1 Interface (connecting the Ion to SCS)
I am using MSC GO messages to control cue lists and MSC FIRE messages to control macros on the Ion (which releases a specified cue stack). Some MIDI Send cues run all control messages, while some only run the first message in the list. I'm pretty certain I have all my MSC messages pointing to the right cue lists/macros and are correctly formatted.
Example:
Cue "Normal Lighting" sends
-Sends MSC GO to run cue list 1/1
-Sends MSC FIRE to run macros on Ion to bring down all other cue stacks
Cue "Shields Up" sends (yes this is involving spaceships...)
-Sends MSC GO to run cue list 2/1
Cue "Docking" sends
-Sends MSC GO to run cue list 3/1
-Sends MSC FIRE to run macros on Ion to bring down all other cue stacks
So, when I run the "Normal Lighting" and then "Shields Up," I get what I want. Then when I run "Normal Lighting" again, nothing happens. The shield lighting is supposed to come down and leave only the 1/1 cue running. But then when I go back to "Shields Up" (which works, as it only runs another cue, so the lights come up as I want) and run the "Docking," it gives me the results I want, which is that the macros have run to bring out all cue lists and the 3/1 cue has been run.
I know this is not a problem between the Ion and the dimmers as I've double checked the macros and cue lists between there. SCS says it fires all the control messages, and when I test each message individually, they work. But when I run the entire MIDI Send cue, it doesn't.
Thoughts? Why is one MIDI Send cue actually executing the entire control message list while another is only running the first?
