Panning problem

I've been having problems with pan for awhile.  Namely, when I set up cues at home pan works fine, when I copy the cue list to the theatre and add the QU32 device, pan goes screwy.
1.  No pan envelope line in the editor level curve display.  No pan envelope for any cues or any audios. 
 2. If I add a level change cue and change the pan from 1000 to 0 it works fine in the level change test.    By working fine I mean the pan control moves from 1000 to 0, and the meters on the qu32 move from full volume on right to full volume on left, and it sounds correct.
3. But when I actual play the cue. The pan control seems to work. but the sound and the scs meter and the QU-32 meter all show that panning is really going from about 600 to 400. Barely audible but visible in the meters.  Now remember that the pan control on the cue display on the scs screen does appear to go from 1000 to 0.    Now if I take the auto panning out and  move the pan control  manually then the audio does pan correctly, and sounds correct.

I've even changed the output device to "default" with the same results.
It's as if there is a config setting that limits panning, that got set inadvertently.

In the last show, I used an audio editor to pan the audio tracks.
