SCS seems to get a touch confused if you change the Device Type of a control send, even if you just selected it by accident.
For example, I wanted to setup a Telnet send, but accidentally hit RS-232. So, steps to reproduce, matching my screen shot
1)start with S2 blank.
2)click device type. pick RS-232
3)(think oops, that's not what I wanted) Click device type again, pick Telnet
4)fill in host and port.
5)click apply device changes
Error appears: The following Control Send devices were not found: COM3 (assigned to Telnet)
Additional observable oddity: notice that, even though the correct boxes are shown in the bottom half for setting up a telnet connection, the "Pysical Device" text up above still says "COM3", rather than the telnet settings.
Its certainly not hard to work around (just blank the device type between steps 2 and 3) but ...

You should find this fixed now in SCS 11.2.0 RC1.
