Win XP

Will 11.9 mean that it won't work under Win XP or may not work or other. I have two laptops - an extremely overloaded WIN 10 and an SCS dedicated WIN XP.
The only XP limitation we are initially expecting is with LAVFilters. We are currently distributing LAVFilters 0.70.2 which was released in July 2017. The following release was 0.71 (Feb 2018) which states "Windows XP is no longer supported". When we release SCS 11.9 we will be distributing the latest available release of LAVFilters.
SCS itself should still run OK under Windows XP, so if you are not running video cues then there should be no problems.
