Has anyone managed to buy the app recently?

I have been unable to buy the app due to a strange problem with the play store, it always says 'transaction was declined' without making any attempt to collect payment from my cards or Paypal. I can buy other apps fine, Google suggested that it might be due to regional restrictions in the app (I am in the UK) but couldn't give any more details. I tried emailing the app's developer but got no response.
One of the main reasons for buying SCS was the availability of a decent looking remote app, more than a little annoying that I can't get it
Update: It turns out that I DID get a response from the developer, but it got lost among all the junk mail. It is a Google problem that is taking a while to fix.
