I note that when I bring 24 bit .wav files into SCS they seem to be down sampled to 16bit. Is this correct? Any plans to increase the bit depth capability?

Which version of SCS are you using? According to the info I have on the BASS audio library used by SCS, 24-bit and 32-bit WAV files should be supported using the version of the library shipped with SCS 8.3.4 and later. The info I have also indicates that WAV files are no longer converted to the "device" resolution.
Can you email me any evidence that the files are being down-sampled?

Soundrick is correct - I have omitted a setting to correctly handle 24-bit and 32-bit WAV files. I'll upload a new version of SCS to correct this in the next few days. This will be in SCS 8.4.2.
