Change the sample rate in each audio cue

Would it be possible to create a new function, which allows you to change the sample rate in each audio cue?

When I design a show in Qlab, I use this function quite often as an effect.

Is there a VST around that will give a similar effect.

I'm continuingly astounded at what VST do exist and relatively cheaply if not free as well.
