[Fix 11.9.1] SCS 11.9.0(x64) - Control Send: wrong MIDI codes

Hello Mike,
currently we use SCS 11.8.3.4(x64) and a Allen&Heath SQ-6 sound mixer.
Sending MIDI Program Change works fine as follows:
Today I tried the new SCS 11.9.0(x64), but there are problems with sending MIDI Program Change commands:
the codes are shifted by one (similar to the other list 0..127):
Also there is a similar problem with the new SQ series device.
Using "Recall Scene" it doesn't matter which scene number is selected, the MIDI code B0 00 00 C0 00 is always sent!
