If I set or do not set the "Fade" flag for the DMX channel, the effect is the same - the value of the DMX channel is gradually changing.

The fade must have occurred because the DMX channel was marked as a 'dimmer channel' in the relevant Fixture Type properties. I agree that this is confusing, since that 'dimmer channel' setting is initially copied to the 'fade' checkbox in a lighting cue. When the cue is played SCS applies the fade if either the 'fade' checkbox is set, or the channel is marked as a 'dimmer channel'.
I tried a quick mod where on playing a lighting cue SCS would only check the 'fade' checkbox. That worked OK, but then when I played another lighting cue for a different fixture, the channel set by the first cue was faded out (not immediately blacked out) as this process checks the 'dimmer channel' property.
Could you email me a cue file (.scs11 file) that contains at least one fixture and cue that has this problem, and tell me which cue is involved?

I'm upgrade SCS to version 11.8.3.4 and can't reproduce bug
