[Fix 11.4.0] cue ctrl not working after old cue file opened

Hi Mike. Opened my 11.3.8 cue file and saved to a new version. My cue control wasn't working (used for selecting cues via midi program change messages). Went to Production Properties, Devices, Cue Control and the message assignment window was empty. Tried to select PC 0-127 - still empty. Tried all other options - still empty. Repeated the opening of my old cue file and this time saved the cue file and then restarted SCS. Now it works fine . . .
