[Fix 11.4.0] RC11.4 - can't edit cue labels

Hi Mike. Opened my 11.3.8 cue file and saved to a new version. Went to Production Properties, Generala and unset the flag to force cue labels to upper case. The next box - to prohibit label editing was and remained unset. Then when I open a cue I can't edit the label anymore . . . Tried all combinations of the two flags in General and nothing would let me edit the labels.

Aha - just went back to working with 11.3.8 and it behaves the same way . . .
