There is a bug in SCS 11.1.6 regarding the opening of the MIDI In port(s). When SCS sets up the MIDI Control information from the device map file, it always uses the first device map. So if your selected device map is not the first device map, and if your MIDI Cue Control device map settings differ between the first device map and your selected device map, then the error will affect you.
A fix is ready for the next release, but if you need this fix now then please let me know and I'll send you the download link.
