SCS11.7.0 with LAV. Incorrect screens used at SCS startup

I am setting up a simple Projection system for a show. I have a laptop from MSI with Win10 and all the updates. I am running SCS11.7.0 with the LAV add ins. I am using the default settings for the most part. The computer always sets the LCD built in display as display 1 and the projector or external screen as display 2. When SCS opens up it opens on screen 1. The video driver settings page has screen 1(1) for cues. When I load the project the screen gives me the Que window on screen 2 and the video output on screen 1. This is backwards from how it is setup. It is also backwards from the settings when you look at them. What that means to me is the monitor setting is correctly marked in the swap 1 and 2 box.
To fix the problem I must toggle the swap check mark and close the program. Now the setting is incorrect the program remembers this setting. I then have to start the program and toggle the check mark back the setting I think it should be which is also the setting I started with and close the program. Upon restarting the program the screen are correctly assigned as the Que and video devices.
This happens consistently. It happens whether or not the computer is restarted. It is the simple task of starting SCS project sets the screen to incorrect.
It sounds like the screen assignment doesn't look at the setting when the SCS project starts. I don't believe this is true because I tested this problem on a desktop and everything works correctly at each startup of the program. The project settings are correctly remembered and the displays actually follow the settings.
Is there some setting I am forgetting about? Is there some secret way to hold my mouth open when I close the program? What can be done to remedy this problem short of using a desktop at the theater.
