question on Delta 1010LT and SCS

We just installed a Delta 1010lt card in our system (running Windows XP SP2 and the latest version of SCS) and are having a problem. We don't get any output until we have run enough cues so that all outputs get addressed.
For example: Cue 1 has 1/2 output assigned, Cue 2 has 3/4, Cue 3 has 5/6, and Cue 4 has 7/8 assigned. When we play Cue 1 - no output, cue 2 - no output, cue 3 - no output but when we play cue 4 we get proper output. After that all cues play as they should. But when we close SCS and restart we have to play all 4 cues again to be able to get output on all outs.
Am I missing something in the set up of SCS, the sound card, or Windows?
The work around seems to work but I would prefer not to have to run 4 cues everytime before things start to work properly.
Other than this we have been very happy with SCS.
