How about a SFR cue with the action "FADE OUT and then HIBERNATE" to "All playing video/image cues"?
Restore with "RESUME hibernating cue (with fade in if applicable)".
I haven't tried it, so I have no idea if it works! RESUME may not like the possibility of more than one image being hibernated.

The red 'Stop All' button is a bit drastic if you just want to stop the running cue in Performance Mode, when the individual cue transport buttons disappear. Assuming you want the image to persist through several audio cues, have you set a display time or 'continuous' in the panel beside the image in the Editor? If you set it to be continuous it will persist until replaced by another image or stopped with a SFR cue.
